档案馆文化惠民服务的实施策略

摘 要：遵循系统思维，立足档案服务的目标、主体、客体、形式及手段要素，全面思考档案馆文化惠民服务的实施策略——以目标育民实现社会教化和档案倡导、以机构亲民强化“亲民”理念和形象、以馆藏贴民促成取之于民且用之于民、以形式乐民改进和创新传统档案服务形式、以技术便民赋能档案文化传播和公众体验。

The Implementation Strategy of Archives Cultural Benefiting People Service

Abstract：Following systematic thinking， based on the target， subject， object， form and means of archival service elements， this paper comprehensively considers the implementation strategy of archival culture benefiting people service. It includes achieving social education and archives advocacy through the goal of educating people， strengthening the populist image， making archival collection from the public and service them well， improving and innovating the traditional archives service form， and empowering archival culture dissemination and public experience by using technology.

1 引 言

基于课题需要，笔者对档案馆文化惠民服务的概念[1]、必要性和可行性[2]已做相关研究，并探讨了国外档案公共文化服务的类型、特点和成效。
