近年来,我国蔬菜价格呈现总体周期性波动、某些品种频繁大幅波动的特征,给生产者和消费者带来较大损失。由于蔬菜存在种类的繁多性、生产的周期性季节性、销售的鲜活性等特点,使得政府难以像调控粮棉油价格那样通过储备收放进行价格调控,因此,政府对蔬菜价格的调控应从其直接的价格调控干预,转向对蔬菜生产能力、流通能力和存储能力等三大能力建设,通过保障供给、稳定市场供求逐步减少蔬菜价格的非理性大幅波动。
