教育的均衡发展是教育公平的根本要求,师资的非均衡配置对校际均衡发展的影响越来越大。我国现有的以行政为主配置师资的模式难以有效解决此问题。笔者设计的师资均衡配置模型,正视了城乡差距和校际差距,尊重教师追求幸福的心理,把行政配置与自主流动相结合,可以促进教师有序流动,能够解决教师轮换制、交流制、支教制的强制性、短期性、覆盖面窄、师资调进与调出脱节等问题,逐步实现区域内的师资均衡配置。
The balanced development of education is the fundamental requirement of education fairness. The unbalanced distribution of teachers has an increasingly great influence on the balanced development of schools. The existing model of teacher-based teacher configuration in our country can not effectively solve this problem. The teachers ’balanced allocation model designed by the author addresses the gap between urban and rural areas and the gap between schools, respects teachers’ psychology of pursuing happiness, and integrates administrative allocation and independent flow to promote the orderly flow of teachers and to solve the problem of teacher rotation, communication system and education System of compulsory, short-term, narrow coverage, teacher transfer and transfer out of line and other issues, and gradually achieve a balanced allocation of teachers in the region.
