县是宏观和微观的结合部,既要接受中央、省、市的多层领导,在很大程度上受到宏观形势的影响、制约,又是一个经济社会功能比较完整的基本单元。县委作为全县领导核心,必须始终坚持以经济建设为中心,正确认识宏观形势和本地实际的基本特点,把握宏观与微观结合的内在规律,果断对事关经济发展全局的重大问题,作出正确的决策,保证和促进县域经济社会的发展。
The county is a combination of macro and micro. It is not only subject to the multi-level leadership of the central, provincial and municipal governments but also to a large extent influenced and restricted by the macroeconomic situation.
