全兵团企、事业单位共有各类专业技术人员13.58万人,占兵团人口总数的5.61%,从事科技活动人员4600人,只占全兵团人口总数的0.19%,其中高级科技人员仪有2300余人,而且近一半以上的人员接近退休。所以加快专业技术人员知识更新继续教育,加快兵团农牧团场成人素质教育,加强下岗再就业人员的技能培训教育,已成为当务之急。
