以规范的研究方法,从宪法渊源、宪法的实施手段两个方面认识社会生活中的公共政策,有助于各种性质的公共政策在宪法规范的基础上发挥应有的作用。避免将不具有规范效力的政策直接运用到现实生活中,混乱法秩序。同时使得在宪法效力辐射之下的公共政策必须要受到合宪性审查,推动违宪审查机制的运用,促进宪法秩序的形成和宪法权威的确立。这对于正在向法治国家迈进的中国意义重大。
To understand the public policies in social life from the sources of the Constitution and the constitutional means of enforcement by means of normative research helps public policies of all kinds to play their due role on the basis of the constitutional norms. Avoid direct non-normative policies applied to real life, chaos law and order. At the same time, the public policy under the radiation of constitutional effect must be subject to the constitutional review, the application of the constitutional review mechanism, the formation of the constitutional order and the establishment of constitutional authority.
