政府的终极价值追求、改革开放和经济建设的最终目的都是人民的幸福,而增进人民幸福的实质是满足人民的需求。马斯洛的需求层次论深刻揭示了人类需求的一般规律,充分表现了人类需求的多样性和层次性。当前,我国正处在全面深化改革的关键时期,进一步推进改革必须坚持以人文本,立足于人民群众的现实需求。为此,政府必须切实进行职能转型,建设公益性和服务型政府。
