国务院新闻办公室举行新闻发布会,民政部部长李立国、国务院法制办副主任胡可明介绍日前颁布的《社会救助暂行办法》有关情况。据介绍,5月1日起将施行的《社会救助暂行办法》在加强社会救助资金监督管理方面作出了五项规定,一是政府安排的社会救助资金纳入各级财政预算,实行专项管理、分账核算、专款专用;二是对申请社会救助的对象,在申请流程和审核审批程序中,要进行所在村、社区的公示,保证对象审核、审定的准确性,资金使用的合理性;三是对现金发放采取严格的发放管理程序和监督程序,低保等社会救助资金一般是通过金融机构实行社会
