有形建筑市场、土地市场和产权市场三个要素市场,是市场经济条件下社会资源配置的重要平台,也是当前容易滋生腐败问题的重点领域。在建立健全教育、制度、监督并重的惩治和预防腐败体系过程中,规范和完善这三个要素市场至关重要。深圳市规范和完善三个要素市场的工作起步早,制度健全,措施得力,成效显著。几年前,深圳市查处的腐败案件中67%都发生在建筑工程招投标、土地批租、产权交易等市场领域。2004年查处腐败案件中涉及三个要素市场的不到10%,且绝大多数都是前些年发生的问题。近三年来,深圳三个要素市场共为国家增收节支达105亿元。深圳的经验可以概括为“三强化”。
The tangible construction market, the land market and the property market are three key markets for social resources under market economy conditions. They are also the key areas that are currently prone to corruption. In establishing and improving the system of punishing and preventing corruption which places equal emphasis on education, system and supervision, it is of crucial importance to standardize and perfect these three key markets. Shenzhen City, regulate and improve the three elements of the market started early work, sound system, effective measures, with remarkable results. A few years ago, 67% of the corruption cases investigated and dealt with by Shenzhen took place in the market areas of tendering and tendering of construction projects, land leasing and property rights trading. In 2004, less than 10% of the markets involved in the three elements involved in corruption cases were investigated and most of them were problems that occurred in previous years. In the past three years, the three factor markets in Shenzhen totaled 10.5 billion yuan for the national income increase. Shenzhen’s experience can be summarized as “three-strengthened.”
