当前我省正处于经济体制改革和调整的重要时期,劳动力供求矛盾和就业结构矛盾都十分突出,失业人员明显增加,失业率上升,就业压力加大,解决就业问题的根本措施是发展经济,增加就业岗位。推行多种形式灵活就业,是扩大就业的重要措施。为了扩大就业渠道,现就推行灵活就业的问题提出以下意见:一、充分认识积极推进灵活就业的重要意义我国《“十五”经济和社会发展纲要》指出:“要引导劳劫都转变就业观念,采取非全日制就业、季节性就业等灵活多样的就业形式,提倡自主就业。”灵活就业也是就业,是市场就业形势下新的就业观念。今年我省国有企业再就业中心将全部关闭,基本实现从再就业中心向失业保险制度的并轨。进入并轨阶段后,由于企业转型、结构调整和农村劳动力转移诸因素的影响,城镇失业率将大幅度上升,就业工
