华东大部地区去年均告丰收或平收。但皖北因淮河决堤,发生了严重的水灾,苏北、山东亦有部份地区遭受水灾。此外各省均有些地区,曾发生不同程度的水、旱、风、雹、虫等灾害。因此去年华东灾区人民因灾荒所遭受的损失与痛苦仍是相当深重的。当严重的水灾发生后,由于中央正确的领导与大力支持,灾区各级政府与人民一致努力,如进行抢险、抢救、补种、互助生产等一系列的工作向灾荒作斗争),及各地非灾区的有力援助,使灾区基本上渡过了当时最紧急的难关。
