党的十八届三中全会作出关于全面深化改革若干重大问题的决定,提出本次全面深化改革的重点是经济体制改革,充分发挥经济体制改革对其他改革的牵引作用,紧紧围绕使市场在资源配置中起决定性作用和更好发挥政府作用来深化经济体制改革等等。深刻理解和准确把握中央关于全面深化改革尤其是经济体制改革的一系列要求和部署,是铜仁市实现科学发展、后发赶超,2020年全面建成小康社会,实现铜仁“中国梦”的关键前提和重要保障。
