乡镇水利站是最基层的水行政机构,不仅承担着农田水利工程管理、防汛抗旱、水务技术推广指导服务和组织农田水利施工建设任务,而且肩负着宣传贯彻水法、协调处理农村群众水事纠纷、治理水土流失、加强水资源管理等行政职能。长期以来,由于旧的管理体制的约束,工程管理维修经费投入不足,导致农田水利工程老化失修、退化报废,不能正常发挥工程效益。要改变目前状况,必须加强基层水管单位建设,理顺乡镇水管单位管理体制。
