20世纪90年代以来,上海在不断深化改革开放过程中取得显著成绩的同时,城市社会利益关系的整体格局也发生了全面而深刻的调整。本报告通过总结10年来上海社会利益关系变化的原因以及新型利益关系的现实特点,深入分析了社会利益关系调整对党建工作带来的新问题和新挑战,最后对近年来上海党建工作的实践创新进行了系统的归纳,认为,上海在深化改革的进程中针对问题和挑战,努力实践“三个代表”重要思想,在整合社会各方利益关系的过程中真心代表和满足最大多数人的利益,在推进党建工作的过程中不断与时俱进、开拓创新,初步形成了适应城市现代化发展需要的“大党建新格局”。
Since the 1990s, Shanghai has made remarkable achievements in continuously deepening its reform and opening up. At the same time, the overall pattern of urban social interest relations has also undergone an overall and profound readjustment. This report summarizes the reasons for the changes in the social interest relations in Shanghai in the past 10 years and the realistic characteristics of the new type of interest relations, and analyzes in depth the new problems and new challenges brought by the adjustment of the social interest relations to the party building work. Finally, In the process of deepening the reform, Shanghai endeavors to practice the important thinking of the ’Three Represents’ in the process of deepening the reform and sincerely represents and satisfies the interests of the overwhelming majority of the people in the process of integrating the interests of all social sectors. In the course of promoting the party building work, we have to keep pace with the times, blaze new trails and create a “new pattern of major party building” that meets the needs of urban modernization.
