近年来逐渐发展形成的现代化小城市是我国城市化进程中的一种特殊现象和新型模式,其中浙江省湖州市吴兴区织里镇是一个典型代表。通过对织里镇管理体制改革成功经验和制度缺失的分析,可以帮助我们进一步提出小城市政府持续性制度创新与建设的路径,包括构建服务型政府、完善扩权改革、推动户籍制度以及人事制度改革等。
