国家建设部房地产业司负责人近日在中国经济发展论坛上表示,为保证住房投资和消费保持较高的发展水平,住房政策将至少在九个方面获得突破。这九个方面为:一、住房货币化政策将全面启动。个人购房将成为市场的主体,城镇成套现有公有住房将以成本价格放开向现住房户出售(政策规定不宜出售的除外);公房租金将以较快速度提高到成本租金。二、实行更加积极的住房流通政策,住房市场将实行全面开放,特别是已出售的公有住房和经济适用住房将全面上市流通。三、建立多层次的住房供应体系。高收入者购买的商品房,其价格和标准主要依靠市场调节;中低收入者购买的经济适用房,政府在地价、税费及住房标准等方面,给予必要的调控;最低收入者可以申请廉租
The head of the real estate division of the Ministry of Construction recently said at the China Economic Development Forum that in order to ensure a high level of development in housing investment and consumption, housing policies will make breakthroughs in at least nine aspects. These nine aspects are: First, housing monetization policy will be fully activated.
