官德是官员在权力背景下所应恪守的职业道德,是官员政治生活、思想行为、从政之道、用权之德,所应保持政治操守的一种政治道德。政治道德无论在任何历史时期,都始终处于社会道德的核心地位,因为没有哪一种职业道德像『官德』这样涉及到运用国家权力过程中体现出的道德问题。手握权力的官员作为道德主体,对权力的行使,既可以为公,亦可以为私,既可以为善,也可以为虐。权力既有疆界,也有极限,行使得当会为人类和社会造福,行使不当对人类和社会的危害也将是巨大的。 Official morality is the professional ethics that officials should abide by in the context of power. It is a kind of political morality that political officials should maintain their political ethics. It is the political life, ideological and behavioral, official politics and ethics of officials. Political morality has always been at the core of social morality in any historical period because no professional morality is like the morality embodied in the application of state power in the same way as “official morality.” The officials who hold the power as the moral subject exercise the power either for the public or for the private, both for good and for abuse. Power has both boundaries and limits. If properly exercised, it will benefit both mankind and society, and the harm done to human beings and society through improper exercises will also be enormous.
