法律赋予居委会以自治组织的性质,但从建立初期至今,居委会就一直带有行政色彩。造成这一现象的因素十分复杂,本文仅通过3个命题来探讨居委会行政化的原因及其维持和加强的因素。命题1从居委会产生的初始环境来说明行政化产生的最初根源;命题2则力图解释行政化的内在驱动力;命题3则探讨了行政化性质加强的环境因素。
The law gives the neighborhood committees the nature of autonomous organizations, but from the early days of their establishment, neighborhood committees have always been administratively colored. The factors that cause this phenomenon are very complicated. This article only discusses the reason of the administration of neighborhood committees and the factors of maintaining and strengthening through three propositions. Proposition 1 shows the initial origin of the administration from the initial environment that the neighborhood committee produces; Proposition 2 seeks to explain the inherent driving force of administration; and Proposition 3 discusses the environmental factors with the administrative nature of strengthening.
