基于林下经济的内涵和本质分析,探析了是否应该发展林下经济方面存在的认识误区;基于对林下经济发展动力机制的分析,探析了政府在发展经济中职能方面存在的认识误区;基于对林下经济发展条件与环境分析,探析了林下经济发展模式方面存在的认识误区;基于对林下经济发展初期阶段属性的分析,探析了林下经济发展政策对策方面的认识误区。消除认识误区,推动林下经济全面发展,有助于促进生态林业和民生林业发展目标的实现。
Based on the connotation and essential analysis of under-forest economy, this paper explores the misunderstandings existing in the development of under-forest economy. Based on the analysis of motivation mechanism of economic development in under-forests, it analyzes the misunderstanding of government’s functions in developing economy. Based on the analysis of the attributes of the initial stages of the economic development in under-forests, the misunderstandings about the policies and measures of under-forests economic development are analyzed. Elimination of misunderstandings and promoting the all-round economic development under the forest will help promote the realization of the objectives of eco-forestry and livelihood forestry.
