办公室作为机关的“窗口”,是沟通领导与群众的“桥梁”,是联系上下左右的“纽带”,是整个机关的“门面”,也是培养人、锻炼人、造就人才的特殊场所.办公室本应是“人丁兴旺”的“热门”,但在某系统于1997年开展的岗位公开竞聘中却爆出了许多单位办公室无人应聘这样一个出人意料的大“冷门”.据调查,某省14个地州市局中,有6个局的办公室主任岗位无人竞职;某市11个县(分)局中,竞有4个局无一人申报办公室正职领导,有7个局无一人问津办公室文秘岗位,有4个局无人愿到办公室工作.
