经国家旅游局和各级旅游行政管理部门推动开展的2010年度旅行社责任保险统保示范项目,采用了“1(1家保险经纪公司)+6(6家保险公司作为共保体)”的服务模式,迄今已运行近三年。统保示范项目在减少旅行社与旅游者的纠纷,初步解决理赔难的问题,增强旅行社风险意识,逐步积累旅行社业风险数据,提升旅行社业风险管理能力等方面发挥了积极作用。旅行社责任保险统保示范项目的实施为中国旅游业保险的发展提供了新的思路,开启了旅行社责任保险发展的新阶段。
The 2010 travel agency liability insurance unified insurance demonstration projects promoted by the National Tourism Administration and the tourism administrative departments at all levels adopted "1 (1 insurance brokerage company) + 6 (6 insurance companies as the co-insurance body) Service model has been running for nearly three years. UBPA demonstration projects have played a positive role in reducing disputes among travel agencies and tourists, initially settling the problem of difficult claims, enhancing the risk awareness of travel agencies, gradually accumulating risk data for travel agencies and enhancing the risk management capabilities of travel agencies. The implementation of the Pilot Project of Liability Insurance for Travel Agencies provides a new way for the development of China’s tourism insurance and opens up a new phase in the development of liability insurance for travel agencies.
