本文首先研究电信产业作为典型的网络产业所具有的外部性、自然垄断性等技术经济特点,分析了电信产业所具有的资源稀缺性、规模经济效益、范围经济效益、高固定成本的沉淀性以及存在技术障碍等技术经济理由。分析了通信技术革新,尤其是通信、计算机与电视网络融合等技术条件变化导致的市场结构变化,结合电信市场结构特点,指出电信市场产业的自然垄断特性逐渐弱化,全面引入竞争成为可能,产业融合和全业务竞争将是电信产业的必然趋势。
This paper first studies the technical and economic characteristics of telecom industry as a typical network industry, such as externality and natural monopoly. It also analyzes the resource scarcity, economies of scale, range economic benefits and precipitation of high fixed costs There are technical and technical barriers to economic reasons. This paper analyzes the changes of the market structure caused by the change of the communication technology, especially the changes of the technical conditions such as the communication, the integration of the computer and the television network. According to the characteristics of the telecom market structure, it points out that the natural monopoly characteristics of the telecom market industry are gradually weakened and the full introduction of competition is possible. And the whole business competition will be the inevitable trend of the telecommunications industry.
