根据区域自然资源特征,桐柏-大别山区自然资源的开发方针为节约资源,合理利用,规模开发,加工增值。自然资源开发的产业机制主要是以下3个环节:即产业链的延伸与完善,区域性支柱产业的形成与发展,产业结构的优化。这3个环节之间相互联系,基本上是区域资源开发与产业进化从低级形态向高级形态发展的3个阶段。本区目前主要处于第一阶段向第二阶段转化的过程之中,在技术、资金、市场等领域开展对外合作具有很大潜力。
