本文提出了运输结构合理化的三个目标和两条衡量标准。在不同生产力发展水平下,公路运输的发展可分为三个历史阶段,论证分析了目前我国公路运输尚处于发展的初级阶段,高速公路的出现可视作进入第二阶段的标志;展望2000年我国公路运输将发生历史性的转变,在综合运输体系中的地位与作用将大大加强;分析了当前我国公路运输发展波动的症结所在——恶性循环状态,并针对上述问题提出了发展公路运输以改善运输结构的两硬三软对策。
This paper proposes three goals and two measures to rationalize the transport structure. At different levels of productivity, the development of road transport can be divided into three historical stages. The analysis shows that at present, China’s road transport is still in the initial stage of development. The appearance of expressways can be regarded as a sign of entering the second stage. Looking forward to the year 2000 China’s road transport will undergo a historic shift and its status and role in the integrated transport system will be greatly strengthened. The crux of the crux of the current road transport development in our country is now analyzed - a vicious cycle, and aiming at these problems, Improve the transport structure of two hard and three soft response.
