塔里木河流域干旱区人工绿洲灌区生态水权及其计量研究

对流域干旱区人工绿洲灌区生态水权进行内涵界定,并确定其计量依据与内容和计量方法与模型。基于塔河流域绿洲城市、防护林和盐碱耕地及其灌水定额等相关资料,利用城市生态水权、防护林生态水权和洗盐生态水权计量模型,以及人工绿洲灌区生态水权计量模型,得出塔河流域干旱区人工绿洲灌区生态水权的计量结果为:塔河流域人工绿洲灌区生态水权为15.666×108 m3,其中叶尔羌河流域5.161×108 m3,阿克苏河流域5.454×108 m3,和田河流域3.899×108 m3,塔河干流上游0.352×108 m3,干流中游0.312×108 m3,干流下游0.490×108 m3;年内分配以6月~9月和3月~5月为主,占93.52%。而且流域人工绿洲灌区生态水权以源流为主,其中洗盐生态水权占43.72%,防护林生态水权占55.92%,城市生态水权占0.36%,今后人工绿洲灌区生态水权分配需要重点考虑防护林生态水权和洗盐生态水权。 The connotation of eco-water right of artificial oasis irrigation area in arid area of ​​the basin was defined, and the basis and content of measurement and the method and model of econometrics were determined. Based on the related data of oasis cities, shelterbelts and saline-alkali arable land in Tarim River Basin and its irrigation quota, using the model of urban ecological water rights, ecological water rights of protection forests and ecological salt water scrubbing, as well as the model of ecological water rights measurement in artificial oasis irrigation areas, The results of ecological water right of the artificial oasis irrigation area in the arid area of ​​Tarim River Basin are as follows: The ecological water right of the artificial oasis irrigation area in Tahe Basin is 15.666 × 108 m3, of which, the Yarkant River Basin is 5.161 × 108 m3, the Aksu River Basin is 5.454 × 108 m3, 3.899 × 108 m3 in the basin, 0.352 × 108 m3 in the upper reaches of the mainstream of the Tahe River, 0.312 × 108 m3 in the middle reaches of the mainstream and 0.490 × 108 m3 in the lower reaches of the mainstream. Distribution during the year was mainly from June to September and from March to May, accounting for 93.52%. In addition, the ecological water rights in artificial oasis irrigated areas of the basin are dominated by the source and flow, of which 43.72% are ecological water rights for washing salt, 55.92% are ecological water rights for shelterbelts and 0.36% are urban ecological water rights. In the future, the distribution of ecological water rights in artificial oasis irrigation areas needs to be given priority Protection forest ecological water rights and salt water ecological water rights.
