1 前言在2002年12月召开的IMO第73届海上安全委员会议上,以海安会决议MSC.99(73)通过了对74 SOLAS公约的2000年修正案。该修正案经一年默认程序确认和半年的实施准备期,已于2000年7月1日正式生效。该修正案主要是对第Ⅱ-2章消防、第Ⅴ章航行安全进行了全面修订。就第Ⅱ-2章而言,这种全面修订概括来说,主要体现在运用新的消防理论对整章的结构编排作了全新的调整;增加了大量新的技术要求。为此,这套修正案被业界称之为“新Ⅱ-2章”。相对于新Ⅱ-2章而言,旧Ⅱ-2章是指经1981、1983、1992、1994、1996、1998年修正案修正的74 SOLAS公约Ⅱ-2
1 Introduction At the IMO 73rd Maritime Safety Committee meeting held in December 2002, the 2000 Amendment to the 74 SOLAS Convention was adopted by the MSC resolution MSC.99 (73). The amendment was confirmed by the default procedure of one year and the preparatory period of six months’ implementation, which came into effect on July 1, 2000. The amendment is mainly a comprehensive revision of Chapter II-2 fire safety, Chapter V navigation safety. For Chapter II-2, this comprehensive revision, in summary, is mainly reflected in the new adjustment of the whole structure of the firearms with the new fire theory; a large number of new technical requirements have been added. For this reason, this amendment is called “new chapter II-2 chapter” by the industry. In relation to the new chapter II-2, the old chapters II-2 refer to the 74 SOLAS Convention II-2 as amended by the 1981, 1983, 1992, 1994, 1996, and 1998 amendments
