海平面上升是全球气候变暖的必然结果．海平面上升加剧了沿海地区的灾害。海塘作为防护海洋灾害的重要工程措施，在防汛防台中发挥着巨大作用。本文通过研究海平面上升、城市地面沉降和海塘自身沉降的趋势，分析了相对海平面上升对海塘工程防汛带来的不利影响，并提出了今后海塘工程管理的对策和建议。
