浙江省东阳市市场管理局副局长包某,在上班时间到饮用水源保护地——浪坑口水库游泳,被纪检部门现场抓住。知情人透露,包某经常在上班时间到这个水库游泳。有人认为,包某到水库游泳是小事,纪检部门不应小题大做。但笔者认为,包某行为至少有两条是违纪的:一是上班时间擅离职守,贪图个人享乐,与此前通报过的上班打牌、炒股属同一性质;二是涉嫌破坏饮用水源。明知水库禁止游泳,他却置之不理,依然我行我素,公然游泳,让群众喝他的洗澡水。
