二战中,拥有轰炸机、战斗机的航空兵在与地面高炮部队的对抗中占据了绝对优势。战争后期,航空兵又使用了原子弹,使得进攻和防御双方态势发生了更加严重的失衡。地面部队只能是“望天兴叹”。战争的残酷让苏联人警醒。他们敏锐地认识到:在现代核战争中,只要有一枚核武器突破防区,就可能给己方造成巨大破坏;为此,建立新式的地面防空武器系统迫在眉睫。二战刚结束,莫斯科当局便开始整合科研、试验、生产、装备等各方面的力量,为首都防空专门设计的地空导弹系统C-25率先启动。
In World War II, the air force with bombers and fighter jets took an absolute advantage in the confrontation with the ground anti-aircraft artillery units. In the latter part of the war, the airstrips were again used by the airstrips, further aggravating the imbalance between offensive and defensive positions. Ground forces can only be “hope and sigh ”. The cruelty of the war awakened the Soviets. They are keenly aware that as long as there is a nuclear weapons breakthrough zone in modern nuclear war, they may cause enormous damage to one's own side; for this reason, it is imminent to establish a new type of ground-based air defense weapon system. At the end of World War II, the Moscow authorities began to integrate the forces of scientific research, testing, production and equipment to launch C-25, a ground-to-air missile system specially designed for the capital defense.
