社会发展科技工作是以改善人的生存环境,提高人的生活质量和自身素质为中心,调整人与自然界之间的关系,促进社会、经济、自然界的持续协调发展而展开的科技活动。 1995年10月,我国第一次全国社会发展工作会议在北京召开,推出了“社会发展科技计划”。这一计划由三部分构成:一是“社会发展计划纲要”,是一个战略规划,具有长远规划的性质。二是“社会发展科技优先发展项目计划”,主要包括一批研究开发和技术基础性项目,是一个滚动性计划。三是“社会发展科技专项行动”,包括六个科技经济一体化的专项计划,是一类纵向、全程和技术创新计划,并与已有的国家科技计划相衔接。六项专项行动是:
Social and Technological Work in Science and Technology is a science and technology activity that aims to improve people’s living environment, enhance people’s quality of life and their own qualities, adjust the relationship between people and nature, and promote the sustained, coordinated development of society, economy and nature. In October 1995, the first national conference on social development in our country was held in Beijing and the “Science and Technology Plan for Social Development” was launched. The plan consists of three parts: First, the Outline of Social Development Plan is a strategic plan with long-term planning. Second, “Science and Technology Priority Development Project of Social Development” mainly includes a number of research and development and technology-based projects, which is a rolling plan. Third, the “Special Initiative for Science and Technology for Social Development” includes six special plans for the integration of science and technology and economy. It is a type of vertical, full-scale and technological innovation plan that is linked with the existing national science and technology plan. The six special actions are:
