二、重塑水利产业财源模式 建立水利产业补偿机制,必须遵循社会主义市场经济法则和价值规律,以促进水利产业良性循环为目标,重塑水利财源模式。其基本思路是:经营性水利局企业性质,走企业化道路,实行盈利性经营,按国家有关规定缴纳税费。生产服务性水利属事业性质,从试行按企业管理向企业化过渡,从按成本收费,保本经营向盈利水利过渡。公益性服务水利属纯事业性质,实行预算管理,财政负担。这三种不同性质的水利工程组成的水利产业补偿机制,形成价、费、税、补四位一体的财源模式。
