中日甲午战争之后,日本取代清朝实际控制了朝鲜。清朝渔船在朝鲜西部海域的鱼采活动受到打击。起初清朝为了保护本国渔民的利益,欲恢复与朝鲜的合法通渔,与朝鲜进行了多次交涉,但遭到朝鲜的一再拒绝。日本获得了在朝鲜的通渔权,并企图借中朝通渔向中国近海扩张。清朝识破日本的意图,及时停止了与朝鲜的通渔交涉。
After the Sino-Japanese Jia Wu war, Japan replaced the Qing Dynasty and actually controlled North Korea. Qing fishing boats in the western waters of North Korea’s mining activities were hit. At first, in order to protect the interests of its fishermen, the Qing government tried to resume negotiations with North Korea on a number of occasions with North Korea, but was repeatedly rejected by North Korea. Japan gained the right of fishing in North Korea and attempted to expand offshore China by borrowing fish from China. The Qing Dynasty broke through Japan’s intentions and promptly stopped the negotiation of fishing with North Korea.
