农村税费改革前后,灌区工程建设与管理方式发生了重大变化。本文就此问题进行了深入研究,对新形势下如何发挥灌区作用和促进灌区建设提出了有效的建议和时策。
Before and after the reform of rural taxes and fees, significant changes have taken place in the construction and management of irrigation districts. This article has carried on the thorough research to this question, put forward the effective suggestion and the time policy to how to give play to the irrigation district’s function and to promote the irrigation district construction under the new situation.
