改进与创新领导方式和领导方法,努力提高执政能力和领导水平,是新时期各级领导干部必须面对的带有全局性、根本性的重大课题。要交出合格答卷,各级领导干部必须与时俱进地改进与创新领导方式和领导方法。这是事关“三个代表”重要思想的贯彻落实,事关党的执政地位和前途命运的重大问题。各级领导干部必须认真思考、探索和实践。依据新形势、新任务对领导方式和领导方法提出的新要求,我认为,新时期领导方式和领导方法应具备如下几个特点:
