长期以来,我国卫生资源是按计划经济模式进行配置,布局和结构不合理,利用效益日益下降,卫生费用增长过快。改革卫生资源配置的现状,应兼顾公平和效益原则,加强卫生资源配置的宏观调控,布局重点应向社区卫生服务和农村卫生医疗倾斜,加快医疗机构内部运行机制和对医疗机构补偿机制的改革。 For a long time, China’s health resources have been allocated according to the planned economic model. The layout and structure have been irrational, the use of benefits has been declining, and health costs have grown too fast. The status quo of reforming health resource allocation should take into account the principle of fairness and efficiency, strengthen the macro-control of the allocation of health resources, lay emphasis on community health services and rural health care, and accelerate the internal operating mechanism of medical institutions and the reform of compensation mechanisms for medical institutions.
