正确处理计划经济和市场调节的关系,并促进二者的有机结合,是建立社会主义有计划商品经济的核心问题和基本任务。我国10余年经济改革的基本内容,就是改变那种过多地依赖计划(特别是指令性计划)来配置资源,而忽视乃至排斥市场作用的经济体制。通过10多年的改革,那种高度集中、排斥市场的体制已被打破,相对分权的、市场参与资源配置的体制初步形成,正在我国经济运行中发挥着愈来愈大的作用。但也要看到,不仅在计划的科学性、市场的完整性和有效性等方面尚存在着许多问题,而且现阶段的计划和市场在有些方面还存在着严重摩擦,导致二者都无法正常地发挥其应有的功能和作用。有些方面没有充分发挥市场促进竞争的作用,有些方面则注意宏观调控不够。这些问题综合作用的结果,集中地表现为当前结构失衡加剧以及经济效益的降低。要克服这些矛盾,就必须在正确总结10余年来计划经济和市场调节相结合中的经验和教训的基础上,继续改进和完善现有的各项改革措施,进一步深化改革。
Correctly handling the relationship between planned economy and market regulation and promoting the organic combination of the two is a core issue and a basic task in establishing a planned commodity economy for the socialist economy. The basic content of more than 10 years of economic reform in our country is to change the economic system that relies too much on plans (especially mandatory ones) to allocate resources while ignoring or even excluding the market. After more than 10 years of reform, the highly centralized and exclusive system of markets has been broken. A relatively decentralized system of market participation and resource allocation has taken shape and is playing an increasingly greater role in the economic operation of our country. However, we must also see that there are still many problems not only in terms of the scientific nature of the plan, the integrity and effectiveness of the market, but also serious friction in some aspects of the plans and markets at this stage, resulting in the failure of both To play its due function and role. Some areas did not give full play to the role of the market in promoting competition, while others paid attention to insufficient macro-control. The combined effect of these issues has focused on the intensification of the current structural imbalance and the reduction of economic benefits. To overcome these contradictions, we must continue to improve and perfect all the existing reform measures and deepen the reform on the basis of correctly summing up the experiences and lessons learned from the combination of planned economy and market regulation over the past 10 years.
