实现养老保险全国统筹战略是中国养老保障体制改革的发展方向,而该战略的实施面临着诸多制度阻碍。实施养老保险全国统筹战略应首先加强社保经办机构的执行能力,填补国家基本养老保险体系的历史债务,分析养老保险体系的可持续性并在精算的基础上构建养老保险全国统收统支系统。在实施养老保险全国统筹战略的过程中,应注意地方利益集团的影响并构建合理的省际利益调节机制。
To realize the national overall strategy of endowment insurance is the development direction of China’s pension security system reform, and the implementation of this strategy faces many obstacles. The implementation of national pension insurance strategy should first strengthen the implementation of social security agencies to meet the country’s basic old-age insurance system, the historical debt analysis of the sustainability of the pension system and actuarial basis to build the national pension system of end-of-life insurance .
