江泽民总书记在庆祝中国共产党成立八十周年大会上的讲话 ,把提高劳动者素质列入“三个代表”中“第一个代表”的内涵 ,并作为我们党代表中国先进生产力发展要求必须履行的“第一要务”。为了落实这一指导思想 ,推进职业教育事业改革的深入与发展 ,应从深化职业教育办学体制的改革、突破正规化的职业教育办学模式、改变由教育行政部门一家管理职业学校的体制、实行校企有机结合的职业教育制度、解决教师参与社会实践活动少的问题以及职业教育要为农村经济发展服务等方面入手。
