国家“十三五”规划纲要中明确要深化行政管理体制改革,加快政府职能转变,持续推进简政放权、放管结合、优化服务,提高政府效能。当前,做好简政放权工作要在改革理念上树立新的思维,在改革设计上注重系统配套,在改革成效上体现发展要求,确保改革有力推进、符合预期,为促进经济社会发展提供有力保障。
In the national plan for the “13th Five-Year Plan”, it is explicitly required to deepen the reform of the administrative system, speed up the transformation of government functions, continue to promote the decentralization of government, decentralize administration, optimize services and improve government performance. At present, to do a good job in simplifying the work of decentralization, we must establish new thinking on the concept of reform, pay attention to systematic support in reform and design, reflect development requirements on the effectiveness of the reform, ensure vigorous promotion of reforms, meet expectations, and provide strong guarantees for economic and social development .
