一办公厅、行政处机关元月份的劳动竞赛运动,是在上月获得初步胜利的基础上,本着「巩固持久、发展提高」的方针,稳步进行的。全月竞赛过程,大致可分为以下三个步骤:第一步、准备、动员,展开竞赛。首先,机关工作改进委员会拟发了元月份劳动竞赛计划要点,提出了竞赛要求,着重是提高工作质量及效率,逐渐克服错、慢现象。继之,各单位及个人即根据总的要求,积极地订出了计划,并进行了集体审查,同时热烈地准备竞赛,迎接竞赛动员大会。元月五日,召开了全体工作人员参加的元月份劳动竞赛动员大会,展开了热烈的挑应战,把劳动竞赛推向了新的高潮。
