中心城区是城市科技创新的重要空间载体,但现实中其受重视程度却往往弱于各类科技、产业园区集中分布的城市近郊区。从科技创新的类别与特征入手,分析中心城区与非中心城区科技创新条件、模式、功能定位与机制的异同。指出中心城区应摆脱“唯技术创新”的发展模式,依托自身经济集聚和要素配置的优势条件,发展知识创新、管理创新以及服务创新和商业模式创新。在此基础上,提出了运用新技术解决城市市场需求、重视中心城区都市文化、建立适合中心城区的科技创新认定条件与激励机制等建议措施。
The central city is an important space carrier of urban science and technology innovation, but in reality its emphasis is often weaker than the concentrated suburbs of cities where various types of science and technology and industrial parks are concentrated. Starting with the categories and characteristics of technological innovation, this paper analyzes the similarities and differences in the conditions, modes, functions and mechanisms of technological innovation between urban centers and non-central urban areas. It is pointed out that central urban areas should get rid of the development mode of “only technological innovation ” and develop knowledge innovation, management innovation, service innovation and business model relying on advantages of their own economic agglomeration and factor allocation. On this basis, some suggestions are put forward such as using new technology to solve the market demand in the city, paying attention to the metropolitan culture in the downtown area, setting up conditions and incentive mechanism for scientific and technological innovation suitable for the downtown area.
