大连市直机关近几年来发生的违法违纪案件,有以下特点与规律:一是经济案件居高不下。2002年市直机关查处的27件案件中,经济案件占86％。二是“三机关一部门”和委办局所属法人单位案发率比较高,占案件总数90％左右。三是作案人员呈现“两高一低”趋势。高年龄,也被称为59岁现象,趁退休前捞一把;高学历,许多作案人员都是大学或研究生学历;低年龄,参加工作时间不算长,年龄在30岁～40岁之间。四是作案手段越来越隐蔽,越狡猾。针对上述规律与特点,我们应当做好如下几个方面工作。
In recent years, the direct organs of Dalian City have violated the law and discipline, with the following features and laws: First, the number of economic cases is still high. Of the 27 cases investigated and dealt with by the municipal authorities in 2002, economic cases accounted for 86%. Second, the incidence rate of “one department of the three agencies” and the legal entity affiliated to the Commission Office is relatively high, accounting for about 90% of the total number of cases. Third, the perpetrators present the trend of “two highs and one low”. High age, also known as 59-year-old phenomenon, while fishing before retiring; highly educated, many committing the crime are college or graduate degree; low age, to participate in working time is not long, aged 30 to 40 years old . Fourth, crime means more and more hidden, the more cunning. In view of the above rules and characteristics, we should do the following aspects of work.
