3月下旬公路总局在京召开了一次有广东、江苏、山东、河北、甘肃、四川、辽宁、内蒙古等省(自治区)参加的养路促进座谈会。会议结束的时候,主持会议的负责人用简短的两句话总结了这次会议,指出这是一次跃进的会议,也是各省促进公路总局丢掉保守思想的会议。会议第一天,公道总局就提出了第二个五年养路规划提纲初稿。这个规划初稿所提若干主要指标,一再被各省代表的跃进指标所突破,只耍列举几个简单的数字也就足以说明问题了。比如,按照代表们的意见,五年内晴雨通车的公路至少要比公路总局提出的指标再增
