城管执法是城市管理的重要组成部分。1997年5月北京宣武区成立第一支城管队伍,拉开了城管执法工作的序幕。这些年来城管执法工作开展地如火如荼。与此同时也出现了一种不和谐现象:城管执法经济。在中国新常态下,城管执法经济表现出一些新特点,本文从国家、部门、个人三个层面进行探讨,希望形成齐抓共管机制,破解城管执法难题,促进城管工作有序开展。
Urban management law enforcement is an important part of urban management. In May 1997, the first urban management team was established in Xuanwu District, Beijing, which opened the prelude to urban management law enforcement. Over the years urban management law enforcement work carried out in full swing. At the same time, there also appeared a phenomenon of discord: urban management law enforcement economy. Under the new normal in China, the urban management law enforcement economy has shown some new features. This article explores from three aspects of the state, the departments and the individuals. It is hoped that a concerted effort will be made to solve the urban management law enforcement problems and promote the urban management in an orderly manner.
