本文认为,一切较为发展的商品经济都必定要靠市场机制来配置稀缺资源,因而现代商品经济必然是市场经济。所谓市场经济,是从运行方式的角度讲的,是指在这种经济中,资源的配置是由市场导向的,它与从运行状态的角度讲的计划经济并不处在同一层次上,任何把计划经济(按比例发展的经济)同商品经济或市场经济(以市场配置资源为主的经济)看作互相排斥、有此无彼的观点都很难成立。当前在计划与市场关系问题上的争论,并不是主张“纯粹的市场经济”与“纯粹的计划经济”之争,分歧的焦点,在于以行政(计划)手段来配置资源还是由市场来配置资源。作者指出,目前我国的经济体制已经越过了通向商品经济道路上的临界点,不可能再退回到旧体制去了,摆脱经济困境的根本出路,在于进一步推进市场取向的改革。
