薛溝乡鳩山社是个浅山区,共12座山头,总面积11,252亩,其中耕地2,249亩,占总面积20％。15个自然村,266戶,1,369人,每人平均耕地1.7亩。荒山面积7,597亩,占总面积67.39％,未治理前均为童山秃嶺,岩石裸露,植被極差,無含蓄水能力,水土流失相当严重,解放前11座荒山有梯田650塊,面积約500余亩,因为雨水逐年冲刷,后来終于不能耕种,加上其它土地被冲减产,每年减产粮食約82,000斤。由于水土流失逐年严重,旱災頻繁。历年来曾进行了封山育林、植树造林等工作,但收效不大。据統計,累計造林11,500亩,但仅成活15％以上,群众总結教训說:“造起林来一陣風,挖的树坑賽茶盅,头年树長
