The industries of machinery, electronics, chemicals, and textiles occupy a pivotal position in the national economy of Xi’an. “Entry to customs” has a greater impact on these industries. Because, in the face of a modern industrial powerhouse with hundreds of years of development history, there is not a small gap in terms of technology, quality, production scale, and management experience, even though there are “six regulations and other provisions” in the GATT. Developing countries have implemented some preferential special treatment, but all have certain time limits.
