中共中央办公厅、国务院办公厅日前转发了《财政部、国家发展计划委员会、监察部、公安部、最高人民检察院、最高人民法院、国家工商行政管理局关于加强公安、检察院、法院、国家工商行政管理部门行政性收费和罚没收入收支两条线管理工作的规定》。这是贯彻十五大确定的依法治国方略,更是加强和规范行政性收费、罚没收入管理的重要举措。再次表明了党中央、国务院推行“收支两条线”规定的坚定决心。
The General Office of the CPC Central Committee and the General Office of the State Council recently transmitted the “Proposal on Strengthening the Public Security, Procuratorate, Court, and State Administration for Industry and Commerce of the Ministry of Finance, the State Development Planning Commission, the Ministry of Supervision, the Ministry of Public Security, the Supreme People’s Procuratorate, the Supreme People’s Court and the State Administration for Industry and Commerce Administrative fees and administrative fees income confiscation revenue and expenditure management of the two lines ”. This is an important measure to implement the strategy of governing the country according to law set forth by the 15th National Congress of the CPC, and more importantly, to strengthen and standardize the administration of fees and fines and confiscation of revenues. This shows once again the firm determination of the CPC Central Committee and the State Council in implementing the “two lines of revenue and expenditure.”
