正确处理文件的底稿,不仅涉及到重要档案的完整齐全問題,同时,也是精炼档案的一个重要方面。在此問題上,我們曾經历过两个不同的阶段,有过两种不同的偏向。过去几年,我們重視正件,而忽略了文件底稿的收集和立卷,因此,不仅影响到省委重要档案的完整,同时也影响到查找利用。省委負責同志即曾批評我們,指示我們今后要做好这方面的工作。从此之后,我們又偏到另一方面,不管什么文件底稿,也不管有用无用,有稿必存,“以备万一”。結果又形成档案材料庞杂臃肿,既不符合精炼的原則,也不便于保管和利用。
