On the morning of July 24, recently, the Central Government General Office circulated a revised circular on “Handling Proposals and Suggestions of the Central Committee of the Communist Youth League for NPC Representatives and Proposals for the Proposal of the CPPCC National Committee.” The Measures stipulate that suggestions and proposals handled by the Central Government for the NPC and the CPPCC should be divided into two types: sponsorship (division) and co-operation (conference-cum-council).
